So what's the use plus it cost more to design a sight in flash. Using flash is ok but use it sparingly.

Sites that I think never need flash include business to business sites, news sites, sites with a lot of information and ecommerce sites.
In conclusion you are now able to answer the question as to weather or not to use flash website design in your web pages. So as a general rule don't design a site designed totally in flash. Chances will be, you really really  don't need it.
